The projects do not have a specific person, community or body in mind to fund the project – it depends entirely on what is most appropriate for your solution. It’s up to you to propose who is more likely to have the required funds and interests to fund it. For example, is it something that Dawul Wuru will be able to fund themselves, or if it’s a larger, more expensive project, would it need to be externally funded by a government grant or something similar?
As for what is an appropriate budget, it will be up to you to decide what you think is reasonable for the value it delivers, and depending on who the stakeholders are who would need to fund that project (including who pays for any ongoing maintenance if required, etc.). You can justify a larger budget, for example, if you can demonstrate value for money such as high initial upfront costs but the solution lasts 10-20 years with minimal maintenance.
