That’s a good observation. Cambodia is intrinsically disaster‐prone, affected by floods and droughts on a seasonal basis.
In many provinces of Cambodia, rice is grown in the wet season and dry season, where 80% of the total crop is produced in the wet season. According to this CSIRO research, “water management in wet season rice in Cambodia is problematic as it is difficult to implement good water management practices when there is an oversupply of water through rainfall events over the majority of the season. From this perspective, there appear to be great opportunities to grow higher yielding rice in the dry season, supplemented with good water management practices…”
To give you more idea of the degree of impact of floods on rice, horticultural and industrial crops in Cambodia, check this article from The Phnom Penh Post that has reported numbers on crop yield. Regarding post-flood rehabilitation, this article talks about vegetable seed distribution to help restore the livelihood of the affected communities.
