      As part of our early warning system, we have created a flag and bell system as our low tech option. We were wondering if there was a particular colour that was associated to either: 1. SEVERE DANGER 2.INCOMING DANGER (less urgent) 3. PREPARE FOR POTENTIAL DANGER (even less urgent) 4. ALL IS CLEAR (no danger). We were wanting to proceed with colours we knew Westerns were used to, but thought we would double check before our prototype was due.

      Because we also have high tech options, we wanted to know how many people on the island approximately have adequate access to technology and adequate digital literacy to access websites and or receives SMS or email.

        Sorry for the delay in response. I organised a few references below to help your team:

        > Public Information and Warnings – contains guidance on constructing warnings that are accessible-friendly
        > Queensland Government’s guide on emergency services and safety
        > TSIRC’s Disaster Management page – contains links to the TSRA dashboard showing heat stress risk, tides, current incidents, storm, flood, and cyclone warnings, and the Local Disaster Management Plan.

        In terms of connectivity, we’ve indicated in our design brief that the island relies on 4G network, with 5G not yet available. We don’t have specific information on the number of people on the island that have adequate access to technology and adequate digital literacy. However, you may assume that there’s a high degree of digital literacy as smartphones are commonly used by the population.
