Our group is seeking a thorough description of Saibai’s current early warning system. I expect that such a description exists in the CDMP. Without such a description, it’s impossible to design an improved early warning system without making major assumptions about what processes and systems are currently in-place.
Such question’s that we hope will be answered by the CDMP include, but are not limited to:
What redundancies exist in the current early warning system in cases where the internet connection on Saibai is not working? Do they make use of a high-frequency radio system mentioned in a previous forum post?
In the case that an early warning is being issued from the TSIRC to Saibai island, is an email notification the only way the TSIRC tries to reach Saibai? Or are there plans in place to phone council officials as well?
Are there any provisions for using Queensland’s emergency notification SMS system in the case that a warning has to be made to the whole island urgently?
What is the official method for disseminating an early warning from Saibai officials to the Saibai population, once Saibai officials have been notified?
Overall, we aim to thoroughly model the current early warning system and identify any critical failure modes in which an early warning may fail to reach the general population in time. We hope the CDMP will share more details on this, since as it stands, we have very little to go off of.
