The desalination units are mobile and utilised during supply emergencies across the various island communities (from our insights workshop yesterday, TSIRC advised that two island communities came dangerously close to running out of potable water recently, requiring the rapid mobilisation of the desal units). Desalination is the other other method of resupply, other than the costly importing of tanked fresh water from the mainland.
Regarding funding, you may be able to find some Government information sources with some research. Otherwise, you can make some reasonable assumptions.
